- User Service would restart prematurely on update
- User Service would not resume operations if a shutdown/restart was aborted
- OS X would not process a blank OU properly

- No more config.json needed for SnapinPacks, the pack can now be configured server side
- Snapins will download from the local storage node instead of the master server
